Improving Equity in Access to Palliative Care (IEAPC) Evaluations Specialist

The Canadian Partnership Against Cancer (CPAC), in collaboration with Healthcare Excellence Canada (HEC), are supporting 23 teams across the country through the Improving Equity in Access to Palliative Care (IEAPC), a collaborative designed to make measurable improvement in access to palliative care with and for people experiencing homelessness or vulnerable housing.

The IEAPC collaborative focuses on developing equity-oriented palliative care approaches with and for people living in community who are vulnerably housed, staying in shelters or living in outdoor spaces. This population’s lived reality often includes intersecting determinants of health, including low income, racialization, diverse abilities, and mental illness and/or substance use. First Nation, Inuit and Métis are overrepresented among those experiencing homelessness in urban centers in Canada. To effectively assess these models of care, equity-oriented evaluation approaches using decolonized, strengths-based, and principles-focused methodologies are required.

CPAC is seeking a proponent highly experienced in mixed-methods and equity-oriented measurement and evaluation within the public sector to execute the implementation of the IEAPC Evaluation Framework between 2024 and 2026, using qualitative and quantitative data, as outlined in the IEAPC Evaluation Framework. The successful proponent will integrate evaluation findings from the 23 participating teams to develop a cohesive, equity-oriented impact story of the IEAPC collaborative. Overarching activities include:

  1. Review of background materials
  2. Evaluation Dialogue Sessions and Engagement
  3. Evaluation Framework Implementation
  4. Data Analysis and Reporting
